Selecting Layer → New Layer… in the main menu. This brings up a dialog that allows you to set the basic properties of the new layer; see the New Layer dialog section for help with it.

Selecting Layer → Duplicate Layers in the main menu. This creates a new layer, that is a perfect copy of the currently active layer, just above the active layer.

Quando você “corta” ou “copia” algo, e então cola usando Ctrl+V ou Editar → Colar, o resultado é uma “seleção flutuante”, que é um tipo de camada temporária. Antes que você possa fazer qualquer outra coisa, você deve ou ancorar a seleção flutuante em uma camada existente, ou converte-la em uma camada normal. Se você optar por essa conversão, o tamanho da nova camada será o menor possível para acomodar o que foi colado.
